Climate change increases the possibility of more droughts and stronger hurricanes more likely. This trend is one of several factors contributing to Maui’s wildfires. This workgroup would explore using a DAO as a post-natural disaster small business recovery engine. The DAO would serve as an SBIR/STTR Incubator for small businesses in climate-related disaster-prone areas. This would accelerate regional economic recovery, spur job growth, and support long-term community sustainment.

Leverage digital assets to improve the economic resilience of US regions at risk of experiencing climate change-related disasters.

Cycle 1 of the Climate Change Disaster Response Workgroup will use a facilitated “Design Thinking Workshop” with local representatives from six (6) metropolitan areas to develop a baseline regional DAO based on the Department of the Treasury “DAO for Disaster Response” whitepaper. Distributed autonomous organizations (DAOs), digital ledger technology (like blockchain), and artificial intelligence (AI) can play significant roles in climate change-related disaster response by enhancing efficiency, transparency, and coordination. Use cases include:

DAOs for Funding and Decision Making: DAOs can be set up to gather funds from various sources, including individuals, corporations, and governments, to support disaster response efforts. These decentralized organizations can automate decision-making processes through smart contracts, ensuring that funds are allocated efficiently and transparently based on predetermined criteria. This can streamline the distribution of aid and resources to affected areas.

Blockchain for Supply Chain Management: Blockchain technology can be utilized to create transparent and immutable records of transactions and supply chain movements. This can be particularly valuable in disaster response scenarios, where tracking the flow of resources such as food, water, and medical supplies is critical. Blockchain can help ensure that aid reaches its intended recipients without being diverted or mismanaged.

AI for Predictive Analysis and Early Warning Systems: AI algorithms can analyze vast amounts of data from various sources, including weather satellites, sensors, and social media, to predict and detect climate-related disasters such as hurricanes, floods, and wildfires. By leveraging machine learning techniques, AI can improve the accuracy of early warning systems, giving communities more time to prepare and evacuate if necessary.

AI for Disaster Response Coordination: During a disaster, coordinating rescue and relief efforts is challenging due to the complexity of the situation and the need for rapid decision-making. AI-powered systems can help optimize the allocation of resources, such as emergency personnel, vehicles, and equipment, by analyzing real-time data on the evolving situation and recommending the most effective response strategies.

Decentralized Data Sharing and Collaboration: In disaster response scenarios, various organizations, including government agencies, NGOs, and local communities, need to share information and collaborate effectively. Decentralized data-sharing platforms built on blockchain technology can facilitate secure and transparent sharing of critical information while preserving data privacy and integrity.
